L&#8217;un des objectifs de cette s\u00e9rie de working papers \u00e8 di pr\u00e9senter au lecteur les d\u00e9couvertes les plus importantes d&#8217;un programme \u00a0de recherche centr\u00e9 autour de la monnaie bancaire. \u00a0Un autre objectif est celui de lancer un d\u00e9bat scientifique sur les aspects principaux de l&#8217;\u00e9conomie mon\u00e9taire. Il est n\u00e9cessaire de progresser dans la connaissance des lois de l&#8217;\u00e9conomie mon\u00e9taire si l&#8217;on veut clarifier et combattre les pathologies telles que l&#8217;inflation, le ch\u00f4mage, la fluctuation erratique des taux de change et la crise de la dette souveraine.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.quantum-macroeconomics.info\/wp-content\/uploads\/2018\/10\/1.-The-Double-Charge-of-External-Debt-Servicing-by-Bernard-Schmitt.pdf\" target=\"_blank\" rel=\"noopener\">1. In this paper we shall attempt to show how the problem should be tackled in order to develop a solution that guarantees an intrinsic exchange rate stability.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.quantum-macroeconomics.info\/wp-content\/uploads\/2018\/10\/3.-Why-the-Net-Interest-on-External-Debt-Weighs-Double-on-LCDs-by-Bernard-Schmitt.pdf\" target=\"_blank\" rel=\"noopener\">3. Why the Net Interest on External Debt Weighs Double on LCDs,\u00a0<em>by Bernard Schmitt<\/em><\/a><\/p>\n<p>What this paper purports to prove is that the sum of net interests paid by developing countries to the rest of the world runs to a total cost equal to twice its value.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.quantum-macroeconomics.info\/wp-content\/uploads\/2018\/10\/4.-What-Future-for-the-International-and-European-Monetary-Systems-by-Alvaro-Cencini.pdf\" target=\"_blank\" rel=\"noopener\">4. What Future for the International and European Monetary Systems,\u00a0<em>by Alvaro Cencini<\/em><\/a><\/p>\n<p>In the present system, fixed exchange rates have a cost that exceeds their advantages and makes them not viable in the long term. What is needed at the international level is a system in which exchange rate stability becomes an automatic result of its current mechanism, without any need for countries to intervene on the foreign exchange market or to limit their monetary sovereignty. This may be achieved through a reform allowing for the vehicular use of the unit chosen as the international currency, and based on the principles of bank money and multilateral clearing.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.quantum-macroeconomics.info\/wp-content\/uploads\/2018\/10\/5.-An-Experience-in-Banking-Departimentalisation-The-Bank-Act-of-1844-by-Xavier-Bradley.pdf\" target=\"_blank\" rel=\"noopener\">5. An Experience in Banking Departimentalisation \u2013 The Bank Act of 1844,\u00a0<em>by Xavier Bradley<\/em><\/a><\/p>\n<p>the endogenous money approach enables us to consider anew the question of banking structures designed to prevent malfunctions in money creation. Analysing the shortcomings of the Bank Act of 1844 then allows to lay the basis for a system of departmentalisation at the level of the commercial banks. This would enable the banks to isolate credit for the creation of new incomes and credit for the loan of existing incomes to finance consumption and capital accumulation.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.quantum-macroeconomics.info\/wp-content\/uploads\/2018\/10\/6.-The-Meaning-of-Bank-Deposits-by-Sergio-Rossi.pdf\" target=\"_blank\" rel=\"noopener\">6. The Meaning of Bank Deposits,<em>\u00a0by Sergio Rossi<\/em><\/a><\/p>\n<p>In an attempt to build a bridge between the liquid store of wealth and the means of payment conceptions of money, this paper suggests that Smith\u2019s (1976) distinction between money proper and money\u2019s worth may be useful in order to disentangle,\u00a0at the conceptual level, the two principal functions that the thing called \u2018money\u2019 carries out within a<br \/>\nmodern production economy.<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.quantum-macroeconomics.info\/wp-content\/uploads\/2018\/10\/7.-Revisiting-Hayek-The-Nexus-of-Value-Knowledge-and-Politics-by-Niklas-S.-Damiris.pdf\" target=\"_blank\" rel=\"noopener\">7. We claim that the interest payments effected by the debtor country, x billion dollars, increase its total debt stocks by the sum of x billion dollars while, at the same time, diminishing its official reserves by an equivalent amount, x billion dollars again.
